The Federalist’s Sen Davis reports on a new entrepreneurship index that rates how good (or bad) states are for business. According to Davis:

Researchers at the University of Nebraska-Lincoln (UNL) released a new study on American entrepreneurship, and the results are fascinating. …

When most people think of start-ups, they think of tech giants launched by Silicon Valley in California. The UNL researchers, however, pegged North Dakota as the state with the best entrepreneurial environment, thanks in large part to the recent fracking boom.

Factors contributing to a state’s ranking include the net growth in businesses, per capita business growth, and business formation rate. Here are the top and bottom five states (see the complete list here):

Top:

  1. North Dakota
  2. California
  3. New York
  4. Kentucky
  5. New Hampshire

Bottom:

  1. Alabama
  2. Indiana
  3. New Mexico
  4. North Carolina
  5. Michigan
